
The Program Specialist analyzes trends in adolescent sexual and reproductive health as well as the social and political environment in the country. He/she is responsible for reporting, updates and information on the progress and achievements of these components of the UNFPA-supported program and associated projects, in accordance with the principles of results-based management. S/he ensures consistency with agreed national and international planning frameworks, including the UNFPA strategic plan, UN country coordination framework, national development plan and related sector strategies. The program specialist may supervise the work of program analysts and/or program assistants as well as consultants, advisors and experts. He/she establishes and maintains collaborative relationships with counterparts in government, multilateral and bilateral donor agencies and civil society to address emerging issues. He/she is expected to effectively influence counterparts from diverse backgrounds to contribute to the achievement of UNFPA’s mandate.
Job Responsibilities
- In collaboration with government counterparts, NGOs and other partners, contribute substantially to the formulation and design of the country program and its annual work programs, in line with government priorities and program policies and procedures from UNFPA. Ensure the quality of programme/project design by integrating lessons learned, newly developed policies and best practices, and developing appropriate delivery and monitoring mechanisms and systems.
- Manage the development, implementation and monitoring of the UNFPA-supported adolescent and youth sexual and reproductive health program, and in particular:
- Assess priority program technical requirements.
- Provide technical and management support to government and NGO partners in program implementation.
- Organize and participate in periodic technical reviews and program evaluation exercises.
- Advise and report on the achievement of program and project results, proactively measuring substantial progress and effective use of project financial and human resources using monitoring and measurement mechanisms and tools appropriate. Lead program and project implementation by guiding and directing implementing agencies and project staff to establish effective implementation arrangements and practices.
- Analyze and report on the progress of programs and projects in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource shortfalls and recommend corrective actions. Monitor project expenditures and disbursements to ensure output is in line with approved project budgets and to achieve targeted output levels.
- Oversee project implementation by establishing collaborative relationships with implementing agencies, experts, government counterparts and other UN agencies, to facilitate efficient and timely delivery of inputs of the project and meet the training needs of project staff.
- Ensure that all youth and adolescent development programs/projects/sexual and reproductive health rights have systems and processes in place to generate evidence;
- Ensure the creation and documentation of knowledge on current and emerging trends and issues in adolescent sexual and reproductive health and youth development, by the program team, by analyzing programs, projects, strategies, current approaches and experience to learn from, best practices, and use this knowledge for information sharing and planning future strategies.
- Ensure that donor commitments and targets related to adolescent and youth development/sexual and reproductive health rights programs are shared with implementing partners and achieved.
- Advise and write reports on interdependencies/interrelationships between UNFPA program components (i.e. population and development, sexual and reproductive health, adolescent sexual and reproductive health and gender issues) -men).
- Design and deliver relevant training to young people that will empower them to make informed decisions about issues that affect their lives and communities and enable them to actively participate in these processes.
- Create platforms to engage relevant stakeholders (government, NGOs, CBOs and community) to ensure young people are consulted on key health issues that affect them.
- Coordinate relevant programmatic partnerships in the districts to achieve key strategic areas of the organization, contribute to national priorities and the development agenda.
- Manage the safety and security issues of young leaders and build the capacity of implementing partners and staff to do the same.
B. Technical/management expertise
- Analyze the political, social and economic environment relating to population and development, reproductive health and gender issues, and seek opportunities for UNFPA assistance and intervention. Assess the implications of new policy measures and strategies on program delivery and ensure proper implementation.
- Analyze and interpret the political, social and economic environment relating to adolescent sexual and reproductive health and youth development and identify opportunities for UNFPA assistance and intervention. Track new policy measures and strategies by analyzing policy documents, strategy papers, national plans and development frameworks, and prepare briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.
- Participate in relevant national and sub-national forums, reinforcing UNFPA’s mandate in adolescent sexual and reproductive health and youth development, and ensure that technical issues are integrated into national development plans and frameworks .
- Organize internal and external networks or communities of practice of leading experts from governmental and non-governmental sectors, think tanks, private companies, international development organizations and the United Nations system on issues relating to youth.
- Work to ensure the increased availability and use of technical information to improve data collection, analysis and use, paying particular attention to recent developments in the analysis of data from censuses, surveys, statistics, etc.
- Create substantial knowledge of youth development and adolescent sexual and reproductive health issues in the country, assess technical assistance needs in these areas, and advise on the adequacy of related programs and interventions to address these needs.
- Actively participate in relevant UN coordination mechanisms (e.g. Joint UN Teams) and support and contribute to all joint programmes/activities between UN agencies.
C. Policy support
- Track new policy measures and strategies by analyzing policy documents, strategy papers, national plans and development frameworks, and prepare briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.

- Stimulate strategic thinking around the UNFPA Youth Strategy entitled “My Body, My Life, My World”, taking into account the needs of young people, existing opportunities and benefits for government, local authorities, non-governmental organizations governments and development partners.
- Prepare an action plan for evidence-based policy support and advocacy on youth issues.
- Initiate policy dialogue, develop policy briefs and position papers on relevant issues and support other program team members in their policy and country-level dialogue with key partners.
- Strengthen national capacities for the implementation of the ICPD agenda in Chad, with a particular focus on institutional capacities, support for national policies and strategies, and community partnerships and networks.
D. Advocacy and Resource Mobilization
- Identify and pursue opportunities to raise the profile of UNFPA Chad, particularly in the area of youth and adolescent development/sexual and reproductive health rights.
- Contribute to the Country Office’s advocacy and resource mobilization efforts by preparing relevant documentation (project summaries, conference papers, speeches, donor profiles, and attendance at donor meetings and public information events).
- Develop fact sheets, backgrounders, infographics and presentations for public information, advocacy and resource mobilization purposes.
- Prepare project proposals and share information on UNFPA tools for co-financing and financing.
- Build strong technical and programmatic multi-sector partnerships to champion the ICPD agenda through national institutions, networks, alliances and coalitions. Track and update existing and potential partnerships. Follow up and ensure that agreed recommendations and action points are addressed.
- Coordinate partnership events and activities to raise the profile of youth and adolescent development/sexual and reproductive health rights and achieve leverage and other supportive commitments.
- Support youth empowerment activities in the provinces covered.
E. Management of funds
- Prepare and manage the corresponding budgets.
- Monitor the amount of expenditures to ensure delivery is within approved budgets and to achieve targeted delivery levels.
- Ensure that financial information is communicated in a timely and accurate manner.
- Initiate travel and purchase requests within the Atlas e-Purchase module.
- Manage goods that have been purchased by UNFPA and provided to implementing partners, ensuring that they are used correctly (Form C).
F. Human resources management
- Supervise the work of the program team as well as consultants, advisers and experts. Ensure work plans are in place and manage performance against them.
- Supervise designated personnel and ensure that human resource policies are adhered to.
- Implement performance management of supervised staff and ensure that they are fully supported in performing their duties through the personal assessment and development plan.
- Lead training and other capacity building initiatives for staff, trainees and partners on youth sexual and reproductive health.
Perform any other duties that may be assigned by UNFPA management.
He/she is responsible for providing strategic policy and program advice, as well as overseeing the formulation, implementation and evaluation of projects. The candidate is also responsible for promoting policy change regarding UNFPA’s mandate in the country.
The incumbent will report directly to the Deputy Representative and oversee the Youth Program Analyst as part of an integrated team.
Job Qualifications and Experience
Master’s degree in political science, social policy, public health, economics, demography, social mobilization, business administration, international relations or related field.
Knowledge and experience:
- At least five years of experience in the field of programs, mobilization and capacity development.
- Excellent interpersonal, communication, negotiation and management skills required. Autonomy, proactivity, passion for questions.
- Proven ability to develop and implement effective resource mobilization strategies and campaigns.
- Thorough understanding of the UN system.
Languages :
