The Salary Grade 2024/2025 is a system of salary classification used in the Philippines to determine the payment due government employees. According to the Salary Grade Table 2024/2025 .

The salary Grade of government workers is scheduled to increase in four tranches starting from January 2024 up to 2027.

About Salary Grade

  • The Salary Standardization Law (SSL) of 2024, also known as the Salary Standardization Law VI, is a legislation that provides annual salary increases and additional benefits to government employees in the Philippines. Effective from January 1, 2024, until 2027.
  • The law details components such as basic pay per salary grade and step, allowances, benefits, and performance-based incentives.
  • The SSL is the 6th law enacted to mandate salary increases for government workers, aiming to standardize salaries across all government agencies. This standardized compensation system is designed to foster excellence, efficiency, and accountability among employees, eliminating the need for individual salary negotiations with human resources or superiors.
  • The Salary Grade system has 33 levels, with Salary Grade 1 being the lowest and Salary Grade 33 the highest. The Salary Grade of an employee determines their base pay, which is then complemented by other benefits such as allowances and bonuses.
  • There are also 8 steps for every salary grade. The 1st salary step is the minimum or hiring rate. The 2nd to 7th salary steps are the intermediate salary rates. The 8th step is the maximum salary rate.
  • The minimum salary for government employees with Salary Grade 1 in the Fourth tranche is Php 14,300 per month, while the maximum pay for employees with Salary Grade 33 is Php 632,079 per month.

Salary Grade Guidelines

  • The figures listed in the Salary Schedule above represent the monthly earnings for regular or contractual employees, whether they are appointed or elected, and for those who work full-time. If someone is employed on a part-time basis, their compensation will be adjusted proportionally based on the actual hours worked. Casual workers will receive a daily wage rate calculated by dividing the corresponding monthly salary from the aforementioned schedule by twenty-two (22) working days.Section 8 addresses the salary adjustments for personnel working in Local Government Units (LGUs).
  • The modified Salary Schedule mentioned here can be applied to LGU staff, provided that the LGU budget complies with the Personnel Services (PS) limitations outlined in Sections 325 and 331 of Republic Act No. 7160. Additionally, authorization from the Sanggunian, as stipulated in Sections 447(a), 458(a), and 46S(a) of Republic Act No. 7160, is required.
  • In the implementation of these salary increases, LGUs must ensure the following: (a) The salaries of LGU personnel who receive authorization should correspond to the LGU’s income classification and must not exceed the percentage specified in Section 7 of the Salary Schedule mentioned earlier.

  • (b) Barangay personnel’s primary compensation will be in the form of honoraria, as per Republic Act 7160, and should not exceed the percentage specified in the Salary Schedule corresponding to the income classification of the barangay.
  • (c) If the authorized compensation rates are partially implemented, the percentage adjustment should be uniform across all positions in each Implementation Schedule. The modified Salary Schedule outlined here will be implemented in National Government Agencies as follows, contingent on funding approved by Congress:
  • Starting from January 1, 2024, the initial tranche schedule for civilian personnel.
    By January 1, 2025, the second tranche schedule for civilian personnel.
    By January 1, 2026, the third tranche schedule for civilian personnel.
    By January 1, 2027, the fourth tranche schedule for civilian personnel.
    For government-owned and controlled corporations (GOCCs), government financial institutions (GFIs), and local government units (LGUs), the implementation period will span at least four (4) years, depending on their financial capacity. Each tranche will commence no earlier than the specified dates. GOCCs, GFIs, and LGUs lacking sufficient funds will partially implement the modified Salary Schedule. In such cases, the percentage adjustment will be uniform across all positions.
  • No reduction in the basic salaries of incumbent employees will occur during the implementation of this Salary Schedule. Incumbent employees will receive the new salary rates, which will not be lower than their current salaries.
  • The Department of Budget and Management (DBM) will prepare a Compensation and Position Classification Report for all government entities, including those in the national government, GOCCs, and GFIs, and exempt entities, detailing the status of implementation. These reports will be regularly updated and submitted to Congress and the Commission on Audit for transparency, compliance monitoring, and the development of future policies.
  • Every three (3) years, the DBM and Civil Service Commission (CSC) will jointly review the Compensation and Position Classification System, proposing a competitive compensation and remuneration system to attract and retain talent.
  • Funding for the modified Salary Schedule will come from various sources:
  • (a) For national government entities, the necessary funds will be included in the General Appropriations Act (GAA). (b) Covered GOCCs and GFIs will draw funds from their respective corporate funds in their approved corporate operating budgets. Government corporations with insufficient funds will partially implement the established rates, with the adjustment being uniform for all positions. (c) LGUs will allocate funds from their local government funds, following the provisions of this Act and Republic Act 7160.
  • Within sixty (60) days after this Act’s effectiveness, the DBM, CSC, and GCG will formulate rules and regulations to effectively implement its provisions.
  • If any section or provision of this Act is declared unconstitutional or invalid for any reason, the remaining parts and unaffected provisions will remain in full force and effect.
  • This Act will become effective fifteen (15) days after its complete publication in two (2) newspapers of general circulation or in the Official Gazette.
